The Republican National Committee spent nearly $5 million on ads yesterday opposing Democratic presidential nominee Barack Obama. The large, one-day expenditure could be a sign of what’s to come between now and the Nov. 4 election. The RNC has only disclosed four independent expenditures this year, it has reported having $76.5 million in the bank — more than four times the amount of the Democratic National Committee.

With a Month to Go, Presidential Ad Spending Soars

The presidential campaigns spent more than $28 million on television advertising last week, almost double what they spent the first week of September, the Wisconsin Advertising Project reported today. Leading the way was Democratic nominee Barack Obama, who spent $17.4 million on ads between Sept. 28 and Oct. 4. Republican nominee John McCain and the Republican National Committee spent a combined $10.9 million. The majority of the total ad buys by both campaigns was targeted at seven battleground states in the Midwest — Indiana, Iowa, Michigan, Minnesota, Ohio, Pennsylvania and Wisconsin. Obama, however, continued his strategy of expanding the playing field by purchasing more than $2 million worth of ads in Florida and Virginia, and more than $1 million in North Carolina. Those three states were won by President Bush in 2000 and 2004.

FEC Does a Little, Puts Off a Little

After being stuck in a six-month Senate stalemate earlier this year, the Federal Election Commission is briskly ticking through its agenda, holding its second open meeting within a week. Today, the Commission unanimously ruled that the Independent Party of Oregon is a state party committee, allowing it to receive larger donations. The FEC also upheld a rule by a 6-0 vote that prohibits individual contractors for the federal government from making political donations. The agency, however, put off a decision for two weeks on whether to approve the practices of a new business that helps individuals create their own political ads online. The nonpartisan company called VoterVoter.com asked the agency in August to determine whether any election laws are being violated by allowing people to upload content for commercials about candidates and then place them on television or radio.

Merkley Fundraising Sizzled Over the Summer

Oregon Senate candidate Jeff Merkley’s surge in the polls has been accompanied by a surge in cash, the campaign revealed today. The Democrat, who is trying to unseat Republican Sen. Gordon H. Smith, raised more than $2 million in the third quarter of this year — $850,000 of it from online donations. That figure was nearly double the $2.8 million raised by the Merkley campaign in total through June. Smith has yet to report his fundraising totals for the July to September period, but he had a commanding financial lead over Merkley at the end of June. At that point, Smith still had $4.5 million in cash on hand to Merkley’s $569,000.

New Mexico Democratic House candidate Harry Teague’s contributions doubled in the third quarter of this year, according to new financial filings. Teague reported $596,000 in contributions from July through September, compared to $297,000 raised between April and June. Teague netted a total of $1.1 million in receipts for the quarter, which includes a $500,000 loan the candidate made to himself. Ed Tinsley, Teague’s Republican rival for the contested open seat, has not yet filed his quarterly report. Teague had a small cash edge over Tinsley at the end of June, however his cash on hand dropped slightly to $147,000 as of the end of September.

CQ Today: Millionaire’s Amendment to Be Erased

The Federal Election Commission took steps today to erase all memory of the so-called Millionaire’s Amendment, by issuing proposed changes to the federal code that would strip out any reference to the provision. The amendment, designed to make it easier for candidates facing self-funded opponents to raise money, was enacted five years ago as part of the Bipartisan Campaign Reform Act. But the Supreme Court struck down the provision in June, ruling that it imposed extra reporting requirements on wealthy candidates that are unconstitutional.
     The language changes, to be implemented after a brief public comment period, will be the last step in erasing all references to the regulation in campaign finance law. The FEC announced in July that it would no longer enforce the Millionaire’s Amendment in House and Senate races. In September, the agency also officially dropped all investigations related to the amendment.
