CQ Poltics: Obama Neared $4 Million in Transition Fundraising Last Month

President-elect Barack Obama raised $3.8 million through mid-December for costs related to his transition to the White House, his transition team reported Monday. That figure is an increase of $2.6 million since Nov. 15, the last time the list was updated.

Clinton Writes Off $13 Million Loan

Sen. Hillary Rodham Clinton, D-N.Y., has decided to assume nearly $13.2 million in personal debt from her 2008 campaign for the presidency, according to a new campaign finance report. The debt is in the form of personal loans she essentially made to herself during the protracted primary battle with Barack Obama for the Democratic nomination. The Clinton campaign, however, still owes $6.4 million in remaining obligations to political strategist Mark Penn and various vendors. Last month, before Obama chose her to be the next secretary of State, Clinton helped raise about $406,000 to help close out her 2008 presidential campaign. But once she’s confirmed as secretary of state, it would be a violation of federal law for her to continue raising money directly for the purpose of paying off any remaining campaign obligations.

     More than $400,000 of it was spent by one lawmaker — Rep. Loretta Sanchez, whose Christmas and New Year’s cards have become something of anticipated holiday event among her constituents, contributors and even the press. Full story

FEC Approves Bundling Rules for Lobbyists

The Federal Election Commission unanimously approved new rules Thursday governing disclosure of lobbyists who bundle campaign contributions.
     The new regulations — approved 15 months after lobbying overhaul legislation was signed into law — attempts to bring some transparency to the fundraising process by requiring the disclosure of individuals and groups who raise multiple donations for campaigns of more than $15,000 while working as lobbyists. But campaign finance reform advocates said the FEC guidelines could create new loopholes that allow campaigns circumvent the intent of the law. Full story

FEC Elects Walther as Chairman

The Federal Election Commission chose Democratic member Steven T. Walther today as the agency’s new chairman for 2009, replacing Republican Donald F. McGahn II. The chairman of the six-member commission that oversees campaign finance issues rotates between parties from year to year. Republican commissioner Matthew S. Petersen, meanwhile, will serve as the new vice chairman, replacing Walther.
